Message	Arresting criminals costs money, giving people tickets brings in money...see my point? They need the money...Every once in awhile in NJ at least, cops go nuts giving people tickets for the smallest most insignificant things. Last july they were staked out on a few major highways giving people tickets for 5 mph over and upholding them in court, because they need the money.
